DRAFT REGULAR MEETING MINUTES

TUESDAY, JUNE 28, 2022, 6:00 P.M.

MAKIKI CHRISTIAN CHURCH AND ON WEBEX

CALL TO ORDER: Chair Ryan Tam called the meeting to order at 6:01 p.m. Quorum was established with eight (8) members present. (Note: This 11-member Board requires six (6) members to establish quorum and to take official Board action. Chair Tam welcomed attendees to the Tuesday, June 28, 2022 regular monthly meeting of the Ala Moana/Kaka ako Neighborhood Board No. 11 at Makiki Christian Church and on WebEx.

Board Members Present: Ryan Tam, Melissa Wong, Michael Zehner, Joshua Nam, Lori Farinas, Jason Wong, Kathleen Lee, Rodney Chang, Dyson Chee (arrived at 6:04 p.m.), Kim Coco Iwamoto (arrived at 6:06 p.m.), and Jeanne Rice (appointed at this meeting).

Board Members Absent: None.

Webex Guests: Captain David Yoshita (Honolulu Fire Department); Lieutenant Sagucio (Honolulu Police Department); Melvia Kawashima (Council Member Say’s Office); Francine Murray (HCDA); David Ho (Uraku Tower); Kiele Amundson Office of Culture and the Arts (Mayor Blangiardi’s Representative); Cindy McMillan (Governor Ige’s Representative); Bill Hicks (No. 31 Kailua Neighborhood Board, Chairman), Rana Mehes, Cliff Ishigaki, Harry Cho, Patrick Watson, Alan Muneoka (Coucilmember Fukunaga), Jillian Anderson, Lynn Mariano, Caroline Faringer, Chance Na’auao-Ota, Heather Brittain, Traci Toguchi, Myoung Oh, Janel Denny, Keola Fisher, Johnny Reid, Scott Saiki, Johnnie Mae Perry, Tyler Dos Santos-Tam, and Ikaika Olds. In-Person Guests: Fetu Kolio, Adrian Tam, Louis Galdeira, Kristin Downey, Midge Wright, Nalani Jenkins (Residents and Guests); and Spencer Johnson (Neighborhood Commission Office). There were 50 total attendees. Note: Names are not included if not legible on the guest sheet or is a phone number on webex.

PUBLIC SAFETY REPORTS

Honolulu Fire Department (HFD): Captain Gibo reported the fire statistics. Brush fire prevention and safety tips can be found at: https://fire.honolulu.gov/.

Chee arrived at 6:04 p.m., nine (9) members present.

Iwamoto arrived at 6:06 p.m., ten (10) members present.

Honolulu Police Department (HPD): Lieutenant Sagucio reported the crime statistics and HPD updates. For more information, visit: https://www.honolulupd.org.

Questions, comments, and concerns followed.

1. Gun Violence: M. Wong commented on the increase of gun related crimes, and inquired about Lieutenant.

2. Registered Guns: Chang inquired about the number of unregistered guns confiscated by HPD.

3. Houseless: Resident Mariano inquired about efforts to aid homeless individuals and asked what the community can do to help.

FILLING OF VACANCIES: Chair Tam reported the resignation of Ron Komine Jr., and asked for volunteers to fill the Sub District 3 Vacancy. Resident Jeanne Rice volunteered and provided a brief background. This item was deferred while NA verified residency.

BOARD BUSINESS

Approval of the May 24, 2022 Regular Meeting Minutes

The Board approved the May 24, 2022 regular meeting minutes as corrected, by UNANIMOUS CONSENT.

Corrections: Page 1 Gavel – Vice Chair Lee returned the gavel to Chair Tam at 6:36 p.m.

Attendance at other meetings: Treasurer Iwamoto reported her attendance at the Democratic Convention and commented on the recently adopted board resolution relating to corruption. Chair Tam reported attending the Primary Urban Center Development Plan office hours on June 7, 2022.

FILLING OF VACANCIES (continued):

Jeanne Rice filled the Sub District 3 vacancy by UNANIMOUS CONSENT; (10-0-0). (Rice: Tam, Wong, Zehner, Nam, Farinas, Wong, Lee, Chang, Chee, Iwamoto).

Jeanne Rice joined the meeting at 6:37 p.m., 11 members present.

Neighborhood Subdistrict Updates: Stolen Vehicles: Chang reported an increase of stolen vehicles in the area.

Oahu Metropolitan Planning Organization Citizen Advisory Committee (CAC): No report.

Chair’s Report: No report.

Treasurer’s Report: Treasurer Iwamoto reported the budget was stable.

OLD BUSINESS (DISCUSSION/ACTION)

Discuss houseless issues in Ala Moana-Kaka ako area: No additional discussion/action.

NEW BUSINESS (DISCUSSION/ACTION)

Discuss and make recommendations on the Pensacola Complete Streets Project: Chair Tam shared a summary of the presentation provided during the May 2022 regular meeting. Discussion followed. This item was deferred until a future meeting which can be attended by a Complete Streets representative.

Discuss and identify representatives for Primary Urban Center Development Plan: Chair Tam and Rice volunteered to represent the board for the Primary Urban Center Development Plan.

Discuss resolution regarding the Haiku Stairs Demolition: Bill Hicks, Chairman of the Kailua Neighborhood Board, introduced the resolution requesting the City and County of Honolulu reevaluate the demolition of the Haiku Stairs, and research a managed access plan.

The Board Adopted the Haiku Stairs Resolution as presented by Bill Hicks, by UNANIMOUS CONSENT.

Discuss measures to prevent gun violence: M. Wong introduced the topic of gun violence.

Discuss police shortage: Chair Tam and Lieutenant Sagucio commented on the shortage of police officers.

RESIDENTS’ AND COMMUNITY CONCERNS

Broken Lighting: Chair Tam raised concerns about the broken lighting within the wall along the walkway from Ala Moana Boulevard to the Ala Wai Promenade.

Foodland: Resident Kolio raised concerns with noises from the bar near Foodland Ala Moana. The resident commented the alcohol related noises are disrupting to Foodland grocery customers.

Crosswalk: Farinas raised safety concerns with a crosswalk that has been painted over on Ward Avenue, by the Blaisdell Box Office near Kapiolani Boulevard.

Mayor Rick Blangiardi: Director Makanani Sala, Office of Culture and the Arts (MOCA) reported the following.

Oahu Agricultural Grants: Utilizing funding from American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds (SLFRF), the Blangiardi Administration is developing a new $3 million agricultural grant program for farmers, ranchers, and growers on O'ahu. Applications for these grants will be accepted for six weeks starting in late June 2022. Farmers, ranchers, and growers can start preparing to apply for grants by visiting www.oahuaggrants.org to learn more.

First Responder Preparedness: Residents may visit www.fire.honolulu.gov/fire-and-life-safety to learn more regarding smoke alarms. Further tips regarding preparation may be found at www.honolulu.gov/dem.

Hurricane Season: To prepare for Hurricane Season, build your 14-day disaster supply kit, harden your home to withstand hurricane winds, check your insurance to make sure you have the right coverage, and, most importantly, make a plan so your whole family knows what to do in case of a hurricane.
