DRAFT REGULAR MEETING MINUTES

TUESDAY, JUNE 22, 2021, 6:30 P.M.

KAPALAMA HALE, 925 DILLINGHAM BOULEVARD, ROOM 153

AND ON ZOOM

CALL TO ORDER: Chair Tam called the meeting to order at 6:38 p.m. Quorum was established with six (6) members present. (Note: This 11-member Board requires six (6) members to establish quorum and to take official Board action. Chair Tam welcomed attendees to the Tuesday, June 22, 2021 regular monthly meeting of the Ala Moana/Kaka ako Neighborhood Board No. 11 at Kapalama Hale and on Zoom. Note: Names are not included if not legible on guest sheet or is a phone number on zoom.

Board Members Present: Robert Clayton, Kathleen Lee, Lynn Mariano, Ryan Tam, Michael Zehner, Caroline Faringer, and Doug Cullison (arrived at 6:46 p.m.).

Board Members Absent: Chris Chung, Rodney Chang, and Ron Komine Jr.

Guests: Keith Endow (Honolulu Fire Department); Makanani Sala (Mayor Rick Blangiardi's Office); Councilmember Carol Fukunaga; Councilmember Calvin Say; Keola Fisher (Council Chair Tommy Waters' Office); Cindy McMillan (Governor David Ige's Office); Representative Rona (State House Speaker Scott Saiki); Craig Nakamoto (Hawaii Community Development Authority); Senator Sharon Moriwaki; Representative Adrian Tam; Johnny Reid (HART); Ronald Higa (Liliha Neighborhood Board No.14), Dyson Chee, (Resident); Spencer Johnson (Neighborhood Commission Office).

PUBLIC SAFETY REPORTSM

Honolulu Fire Department (HFD): Keith Endow reported the fire statistics which can be found at https://fire.honolulu.gov/.

Questions, comments and concerns followed. Vaccinations: Mariano reported the state is now 57% fully vaccinated.

Cullison arrived at 6:46 p.m., seven (7) members present.

Honolulu Police Department (HPD): No representative present, no report given.

FILLING OF VACANCIES: Sub district 1: This item was deferred.

ANNOUNCEMENTS

Next Meeting: The next regular meeting of the Ala Moana/Kaka ako Neighborhood Board No. 11 is scheduled for Tuesday, July 27, 2021 at 6:30 p.m. via Zoom and in-person at the Kap lama Hale Conference Room.

PERMIT REVIEWS, HEARINGS AND APPLICATIONS

Liquor Commission Hearing: Farmhouse Café (808 Sheridan Street #107; Restaurant General Category No. 1) will be held on Thursday, June 24, 2021 at 4:00 p.m. at 711 Kapiolani Boulevard, 6th Floor.

BOARD BUSINESS

Approval of Tuesday, January 26, 2021 and Tuesday, and April 27, 2021 Regular Meeting Minutes: Chair Tam inquired if there were any amendments to the April 2021 Minutes. January 2021 minutes were not available at this time.

Corrections:

1. Page four (4) Biki Stations - Add the word "legal" before parking.

2. Page four (4) Biki Stations - Strike "re-instated" and replace with "parking would be re-established".

3. Page four (4) Crosswalks - Add the word "marked" to: five (5) Ômarked' crosswalks.

Mariano MOVED and Cullison SECONDED the motion to approve the Regular Meeting Minutes AS AMENDED for Tuesday, April 27, 2021. Hearing no objection, the motion was ADOPTED BY UNANIMOUS CONSENT, 7-0-0 (Aye: Clayton, Cullison, Faringer, Zehner, Lee, Mariano, Tam; Nay: None; Abstain: None).

Attendance at Other Meetings: None.

Neighborhood Updates: Mariano commented an increase in graffiti around Sub District 2.

Treasurer's Report: The remaining balance was $210.39.

Oahu Metropolitan Planning Organization Citizen's Advisory Committee: No update.

OLD BUSINESS (DISCUSSION/ACTION)

Discuss Ala Moana Transit Oriented Development Plan: No update.

RESIDENTS' AND COMMUINITY CONCERNS

Kamani Street Homeless: Councilmember Fukunaga reported that a request for action was submitted.

Meadow Gold Building: Reports of homeless in the vacant Meadow Gold Property. Councilmember Say reported that the property manager, Travis Uyen, was present via Zoom. Councilmember Say suggested requesting Housing Director, Anton Krucky's, attendance at the next meeting.

Brookfield Properties: Brad Anderson introduced himself and reported that their special district application was approved by City Council. Construction on the Ala Moana Plaza project is targeted to begin in the first quarter of 2022 and to be completed in 2024.

Questions comments and concerns followed. Traffic: Mariano raised concerns with the infrastructure and the effects this project will have on local traffic.

ELECTED OFFICIAL REPORTS

Mayor Rick Blangiardi: Culture and Arts Executive Director Makanani Sala reported the following.

• Rental Relief Program: There is about $32 Million in rental relief funds that have been approved. Incomplete or duplicate applications were denied. The last count measured 3,995 approved households.

• Homeless: Director Sala mentioned she would invite Executive Director Krucky to the next meeting.

Questions, comments and concerns followed. Parking on Pensicola: Chair Tam asked for an update on the parking on Pensicola Street. No update available.

Councilmember Carol Fukunaga: Councilmember Fukunaga reported the following.

• Certificates: Councilmember Fukunaga presented the departing board members their recognition certificates.

• Budget Items: The Capital Improvement Project (CIP) and operating budgets have been approved. Councilmember Fukunaga thanked Neighborhood No. 11 for their support on the Kaka'ako Private Roads Rehabilitation Project.

• Pedestrian Safety: Two (2) rapid response flashing beacons have recently been installed in Kaka'ako.

Councilmember Calvin Say: Councilmember Say reported the following.

• Recognition: Councilmember Say recognized the City and County employees for their service to the community that often goes unrecognized.

• Budget: There was no property tax increase for Fiscal Year 2022 in the Ala Moana/Kaka'ako district.

• Meadow Gold: The property has private security Jan Guard. Property manager Travis Uyen was available for questions.

Questions, comments and concerns followed.

1. Meadow Gold: A resident near the property reported seeing a firearm on the property and claimed the private security allows homeless on the property.

2. HPD: Mariano commented that the Police Department should be notified immediately when a gun is observed.

3. Cameras: Property Manager Uyen commented that he plans to install cameras for remote monitoring.

4. Confirmation: Resident Chee reported seeing the homeless on the property and HPD nearby.

Council Chair Tommy Waters: Keola Fisher, Council Chair Waters' Office, reported the following. Youth Commission: Applications for Honolulu's Youth Commission are being accepted until Friday, July 16, 2021. To apply, visit: www.Honolulu.gov/yc.

Questions, comments and concerns followed.

1. TOD Plan: Chair Tam asked if there were any updates on the Ala Moana Transit Oriented Development plan.

2. Youth Commission: Representative Denny commented that members will be appointed by the Mayor and the City Council, ages 14-24.

State Representative Adrian Tam: Representative Tam reported the following.

• Harbor Restrooms: The Harbor restrooms are open from Monday-Friday from 7:45 a.m. to 4:00 p.m. and 24 hours on Saturdays, Sundays, and Holidays. Attend the Ala Wai Boat Harbor meeting for more information.

• Hurricane Season: Hurricane Season is from June 1 to November 30, the newsletter provides preparation tips.

Questions comments and concerns followed.

1. Harbor Restrooms: Faringer requested more information on the meeting regarding the boat harbor.

2. Harbor Meetings: Mariano requested future notifications for boat harbor meetings.

State House Speaker Scott Saiki: Representative Rona reported the following. Town Hall: Hosted by Speaker Saiki on June 29, 2021 at 5:30 p.m. with guests Mayor Blangiardi and Senator Moriwaki.

Senator Sharon Moriwaki: No representative present, no report given.

Governor David Ige: Communications Director Cindy McMillan reported the following.

• Vaccination: Director McMillan encourages everyone to get the Covid-19 Vaccination.

• Broadband Access: There is broadband access financial assistance for eligible households.

• Free Classes: Free classes for job training and basic skills training is available at community colleges

U.S. Congressman Ed Case: No representative present, no report given.

AGENCY REPORTS

Hawaii Community Development Authority (HCDA): Craig Nakamoto of HCDA reported the following.

• Newsletter: The June 2021 newsletter and updates have been sent to Chair Tam.

• Gratitude: Nakamoto thanked those who submitted comments on the Kamehameha Schools Master Plan.

Honolulu Authority for Rapid Transit (HART): Johnny Reid, HART - Public Involvement, presented the following.

• Breakdown: The rail project extends 20 miles with 21 Stations. There will be four (4) Park & Rides with a 43-acre rail operations center.

• Train Testing: 24/7 Dynamic Train Testing is currently taking place between East Kapolei and Aloha Stadium.

Questions comments and concerns followed.

1. Park & Ride: Mariano asked where the Park & Ride locations are planned.

2. Electricity: Mariano commented on the energy required for the rail project.

Board of Water Supply (BWS): Chair Tam read from a BWS report. Breaks: There were no water main breaks. Annual quality reports mailed to customers by Thursday July 1, 2021.

Board Mahalos: Chair Tam and board members thanked the departing members; Faringer, Mariano, Cullison, and Clayton.

ADJOURNMENT - As there was no further business before the Board, Chair Tam adjourned the meeting at 8:06 p.m.
