DRAFT REGULAR MEETING MINUTES

TUESDAY, SEPTEMBER 27, 2022, 6:00 P.M.

MAKIKI CHRISTIAN CHURCH AND ON WEBEX

CALL TO ORDER: Chair Ryan Tam called the meeting to order at 6:05 p.m. Quorum was established with seven (7) members present. (Note: This 11-member Board requires six (6) members to establish quorum and to take official Board action. Chair Tam welcomed attendees to the Tuesday, September 27, 2022 regular monthly meeting of the Ala Moana/Kaka ako Neighborhood Board No. 11 at Makiki Christian Church and on WebEx.

Board Members Present: Dyson Chee, Lori Farinas, Kim Coco Iwamoto, Kathleen Lee, Joshua Nam, Ryan Tam, Melissa Wong, Michael Zehner, and Rodney Chang (arrived at 7:30 p.m.).

Board Members Absent: Jeanne Rice, and Jason Wong.

Guests: Captain Gibo (Honolulu Fire Department); Lieutenant Sagucio (Honolulu Police Department); Councilmember Calvin Say; Francine Murray (HCDA); David Ho (Uraku Tower); Cindy McMillan (Governor Ige's Representative); Lynell Yuu (Councilmember Fukunaga's Office); Janel Denny, Venus (Senator Moriwaki); Judy Hernandez, Michael Mauzey, Karen Cheung, Myoung Oh, Patrict Watson, Maheshi Kae, State Representative Adrian Tam, Traci K Toguchi, Harry Cho, Glenn U., State House Speaker Scott Saiki, Lynn Mariano, Wayne Takaunis, Fetu Kolio, and Mr. Toba (Residents and Guests); and Spencer Johnson (Neighborhood Commission Office). There were 42 total attendees. Note: Names are not included if not legible on the guest sheet or is a phone number on WebEx.

PUBLIC SAFETY REPORTS

Honolulu Fire Department (HFD): Captain Gibo reported the fire statistics. Safety tips can be found at: https://fire.honolulu.gov/.

Honolulu Police Department (HPD): Lieutenant Sagucio reported the crime statistics and HPD updates. For more information, visit: https://www.honolulupd.org.

Questions, comments, and concerns followed.

1. Assaults: Lee inquired about the monthly assault cases.

2. Officer Numbers: Lee inquired about the history of assigning one (1) officer for the Ala Moana Beach Park area.

3. Concealed Carry: Iwamoto inquired about education/training for concealed carry permits.

4. Kewalo Basin: Resident Kolio inquired about jurisdiction at Kewalo Basin.

5. Illegal Fireworks: Resident Kolio inquired about illegal firework efforts for the upcoming New Year.

6. Illegal Parking: Chee raised concerns about an illegally parked vehicle near 807 Cedar Street.

7. Graffiti: Resident Mariano raised concerns about graffiti.

8. Houseless: Resident Mariano raised concerns about houseless individuals.

9. Pensacola: Resident Mariano inquired about HPD's thoughts on the Pensacola Complete Streets proposal.

BOARD BUSINESS

Approval of the August 23, 2022 Regular Meeting Minutes

The Board approved the August 23, 2022 regular meeting minutes as corrected, by UNANIMOUS CONSENT.

Correction: Page 1 - HPD Questions - Houseless: Change name spelling to Bishop Reyn Yorio Tsuru, Shingon Mission.

Attendance at other meetings: Chair Tam reported his attendance at the Primary Urban Development meeting.

Neighborhood Subdistrict Updates: None.

Oahu Metropolitan Planning Organization Citizen Advisory Committee (CAC): Resident Mariano announced a survey regarding statewide transportation plans.

Chair's Report: No report.

Treasurer's Report: No report.

OLD BUSINESS (DISCUSSION/ACTION)

Discuss houseless issues in Ala Moana-Kaka ako area: No additional discussion/action.

Discuss and make recommendations on the Pensacola Complete Streets Project: Discussion followed.

Chair Tam handed the Gavel to First Vice Chair Lee at 6:57 p.m., and introduced the resolution. Chair Tam took the Gavel back at 7:10 p.m.

Iwamoto Moved and Chee Seconded the Motion to adopt the Resolution regarding the Pensacola Complete Streets Project. The Motion PASSED by UNANIMOUS CONSENT.

Discuss safety concerns along Kahakai Drive: No additional discussion/action.

Consider resolution regarding intentionally generated noise pollution: Chair Tam provided a draft resolution in support of a Pearl City Neighborhood Board effort to address vehicular noise. Written testimony was also received in support of addressing this issue. No additional discussion/action.

NEW BUSINESS

Discuss Primary Urban Center Development Plan Update: No additional discussion/action.

Discuss loitering and houseless around the McDonald's across Elm Street: No additional discussion/action.

Discuss sidewalk accessibility issues along Cedar Street: No additional discussion/action.

Discuss traffic visibility at the intersection of Kawaiahao and Cummins Street: Chair Tam presented photos of Cummins Street and explained the safety concerns due to low visibility from parked cars at the intersection.

Iwamoto Moved to encourage safety/visibility improvements to the intersection of Kawaiahao and Cummins Street. Hearing no Second, the Motion FAILED.

RESIDENTS' AND COMMUNITY CONCERNS:

Foodland: Resident Kolio reiterated concerns raised at a previous meeting, regarding alcohol being served in the grocery store, Foodland.

Whole Foods: Resident Karen Cheung raised concerns about the intersection of Queen and Kamakee Street. Turning right, in front of Whole Foods, right lane cars don't stop and look for pedestrians.

Children Safety in Parks: Resident Cheung raised concerns with a man watching and attempting to lure children at Kolowalu Park.

Robbery: Resident Cheung raised concerns with a Monday, September 5, 2022 robbery by Kolowalu Park.

Muriel School Children Safety: Resident Cheung raised concern with student safety at Muriel School.

ELECTED OFFICIAL REPORTS

Mayor Rick Blangiardi: Executive Director Makanani Sala reported the following.

Kahakai Drive: After a complaint in August 2022, and ongoing surveillance, the Narcotics/Vice Division, Central Complaints Detail is planning a narcotics operation and law enforcement action will be taken.

1. Dead Tree: Chang requested the removal of a dead tree on Ahana Street between Rycroft and Liona Street.

2. Foodland: Resident Kolio reiterated concerns regarding the Foodland bar.

3. Rail Cost: Resident David Ho asked how much it will cost to ride the rail.

Honolulu Authority for Rapid Transit (HART): Harry Cho and Patrick Watson announced the following.

• Dillingham Construction: HART recently awarded the Dillingham Boulevard utility relocation contract to Nan INC.

• Trial Testing: Emergency situation training and other tests are being done. The testing phase is expected to last until early 2023.

Questions, comments, and concerns followed. Parking: Iwamoto inquired about a parking facility for East Oahu residents looking to ride the rail.

Honolulu Board of Water Supply (BWS): No representative present, Chair Tam provided water announcements.
