DRAFT REGULAR MEETING MINUTES

TUESDAY, JUNE 27, 2023, 6:00 P.M.

MAKIKI CHRISTIAN CHURCH AND ON WEBEX

CALL TO ORDER: Chair Lee called the meeting to order at 6:06 p.m., performing a roll call, Quorum was established with nine (9) members present. Note: This 11-member Board requires six (6) members to establish quorum and to take official Board action. Meeting materials are available online at: https://tinyurl.com/nb11home

Board Members Present: Lori Farinas, Kathleen Lee, Chris Chung, Jason Wong, Joshua Nam, Rodney Chang, Caroline Faringer, Lynn Mariano, and Jeanne Rice.

Board Members Absent: Michael Zehner and Dyson Chee.

Guests: Firefighter J. Yoshimura (Honolulu Fire Department); Lieutenant Arnold Sagucio (Honolulu Police Department); Janel Denny, Melvia, and Councilmember Calvin Say, Francine Murray (HCDA); Adam Weintraub (Governor Green's Representative); Harry Cho (HART); Robin Henski (Councilmember Dos Santos-Tam); Representative Adrian Tam, Taylor Date (Representative Nishimoto); Ronald Higa (Liliha Neighborhood Board No. 14); Mr. Toba, Frank Rogozienski, Judy Hernandez, Robert Armstrong (Downtown-Chinatown Neighborhood Board No. 13); William Ammons, David Ho (Uraku Tower); Jack James, KITV Island News, Ryan Tam, Maheshi Kae, Justine George, Efrain Berrios-Baik (Residents and Guests); and Spencer Johnson (Neighborhood Commission Office). There were 22 total attendees. Note: Names are not included if not legible on the guest sheet.

PUBLIC SAFETY REPORTS

Honolulu Fire Department (HFD): Firefighter Yoshimura reported the fire statistics and HFD safety tips. The full report can be found at: https://tinyurl.com/nb11home. The HFD website: https://fire.honolulu.gov.

Questions, comments, and concerns followed. Hazardous Material: Mariano inquired about safety measures at Ala Moana Beach Park for the Independence Day holiday weekend.

Honolulu Police Department (HPD): Lieutenant Sagucio reported the crime statistics and HPD updates. For more information, visit: https://www.honolulupd.org.

Questions, comments, and concerns followed. Ghost Guns: Farinas inquired about the use of ghost guns in crimes.

BOARD BUSINESS

Consider resolution regarding change the name of Kakaako Park to President Obama Family Park at Kakaako: Member Chung introduced the resolution.

Chung Moved and Lee Seconded the Motion to Consider the Resolution regarding Kakaako Park's name change. Discussion followed. The Motion Failed (1-7-1) (AYE: Chung. NAY: Chang, Mariano, Lee, Nam, Rice, Faringer, Wong. ABSTAIN: Farinas.).

Approval of the May 23, 2023 Regular Meeting Minutes:

The Board approved the April 2023 regular meeting minutes as written, 9-0-0; (AYE: Chang, Chung, Farinas, Faringer, Lee, Mariano, Nam, Rice, Wong. NAY: None. ABSTAIN: None.).

Attendance at other meetings: None.

Neighborhood Subdistrict Updates: None.

Oahu Metropolitan Planning Organization Citizen Advisory Committee (CAC): Mariano reported attending the recent meeting.

RESIDENTS' AND COMMUNITY CONCERNS:

Ala Moana Neighborhood Board: Resident Efrain Berrios-Baik introduced himself and inquired about the Neighborhood Board System. More information about Neighborhood Boards can be found at www.honolulu.gov/nco.

Loud Vehicles: Resident Maheshi Kae raised concerns about loud vehicles outside of her Pohulani Senior Living Apartment building on the corner of Queen Street and Coral Street.

Smoking in Apartment: Resident Maheshi Kae raised concerns about a neighbor frequently smoking cigarettes in the non-smoking apartment building.

Neighborhood Plan: Robert Armstrong, a member of the Downtown-Chinatown Neighborhood Board, announced a meeting regarding the Neighborhood Plan on Saturday, August 19, at 1152 Smith Street.

Increased Crime: Chair Lee reported concerns received via email, including noise nuisances and property damage.

Fire Alarms: Chang raised concerns about the fire alarm constantly sounding at 1545 Kalakaua Housing.

Tree Removal: Mariano raised concerns about trees being removed for development and not replaced.
