I. CALL TO ORDER [0:02:45]: Chair Lee called the meeting to order at 6:04 p.m. Quorum was established with 8 members present. Note: This 11-member Board requires 6 members to establish quorum and to take official Board action. Board members must be in-person or have video access.

Honolulu Fire Department (HFD) [0:03:42]: No representative present at this time. This item was addressed later in the meeting.

Honolulu Police Department (HPD) [0:04:09]: Lieutenant Arnold Sagucio provided the report and highlighted the following; the monthly crime statistics for July 2024; increase of stolen vehicles for July 2024 was correlated to a particular group with a stolen vehicle; HPD was able to recover the car that the group of interest was using in the Makiki area; HPD is continuing to monitor the area for the group of interest and suspicious car activity that may lead to them; HPD officers are continuing the Ke'eaumoku initiative introduced by Major Paul Okimoto by doing more high visibility patrols during the early morning hours and bar closure hours which have resulted in a reduction in cost for service during these times; upcoming annual Cop on Top Fundraiser now known as Badges and Buckets will be on September 6-8, 2024 at all Walmart locations and other shopping center locations; the fundraiser will be accepting monetary donations for Special Olympics Hawai'i; safety tip for the month regarding traffic and pedestrian safety.

Approval of the Tuesday, July 23, 2024 meeting minutes [0:11:55]: [0:12:11] Rice MOVED and Davis SECONDED to approve the July 2024 regular meeting minutes as written. Hearing no objections, the motion WAS ADOPTED; 9-0-0 (AYE: Chang, Davis, Farinas, Iwamoto, Mariano, Rice, Webb, Faringer, Lee; NAY: None; ABSTAIN: None.) [0:12:15]

Report from August 15, 2024 Action Committee Meeting [0:12:19]: Committee Chair Davis provided the report and highlighted the following: encouraged participation at the action committee meetings; addressing graffiti issues in the district; discussion on creating a resolution for minimums on the input that developments or projects need to get from the community; further discussion on developing a position for a communications director; potential partnership with McKinley High School to get young people involved in what it means to take part in our democracy.

IV. PRESENTATIONS [0:15:16]

Aloha Festivals Floral Parade -- Saturday, September 28, 2024 [0:15:18]: Clint Kalaola (Parade Coordinator) from Kala Foundation shared about the upcoming 76th annual parade on Saturday, September 28, 2024. There will be street closures that will start 6:30 a.m. to 7:00 a.m. Around 8:45 a.m. is when Ala Moana Blvd will start to close down in preparation of the 9:00 a.m. start time. The roads will re-open as the parade goes through with street cleaners and HPD following behind. The parade will kick-off at the ewa wing of Ala Moana Park entrance at 9:00 a.m. The parade will go down Ala Moana Blvd onto Kalakaua Avenue and end at Kapiolani Park. The parade is expected to be off the roads by 1:00 p.m.

Honolulu Night Market -- Saturday, November 2, 2024 [0:18:37]: Summer Caster (Event and Marketing Manager) from Our Kaka'ako/Olomana Loomis ISC shared the upcoming evening event for the public at Our Kakaako from 5:00 p.m. to 10:00 p.m. The street festival will be on Auahi St., Keawe St., and Coral St. The event will have over 80 food and retail vendors for families to enjoy food selections and shop local artisans. There will be live entertainment and a fashion show at the event. Summer provided a PowerPoint to show the street closures and times they will be shut down for the event. Residential and building driveways will remain accessible. Summer introduced Gabrielle Richter from Narrative Hawaii who will be taking over event logistics for Our Kakaako community events.

Hawai'i Community Development Authority 99-Year Leasehold Program [0:27:00]: Craig Nakamoto (Executive Director of HCDA) and Deepak Neupane (HCDA Project Manager) presented a new housing initiative that HCDA has been asked to help on. The 2023 legislature established Act 97 which was the creation of the 99 Year Leasehold Condominium Program with HCDA. HCDA was asked to develop a pilot program on non-ceded State-owned land near public transit stations to determine the feasibility of the product for sale. The presentation shared the requirements and there is still pre-development work that is in the works. Administrative Rules are still being drafted and will go through more public hearings before being finalized.

VI. RESIDENTS' AND COMMUNITY CONCERNS [0:57:40]

Pickleball at Ala Moana [0:57:48]: Ala Moana Resident Roy Howard, a pickleball player along with other residents who play the sport in the district shared frustrations with the limited public space that people in the district can go to play and enjoy pickleball. Ala Moana Regional Park has ten (10) tennis courts and zero (0) pickleball courts. Pickleball players were given the tennis practice court to temporarily use and draw court lines with chalk to play. There are "Tennis Only" signs installed to prohibit people from playing pickle ball on the other tennis courts. Roy Howard presented a PowerPoint to show pictures of the current conditions that players have to deal with every day. Pictures include: the courts conditions, line of pickleball players who are waiting for their turn to play on the court, graphs, and solutions provided from the community for the City to allow residents in the district to play at Ala Moana Regional Park.

Honolulu Fire Department (HFD) [1:18:39]: Firefighter Captain provided the report and highlighted the following: fire statistics for July 2024; shared fire safety tip for the month regarding back-to-school fire safety.

VI. RESIDENTS' AND COMMUNITY CONCERNS -- CONTINUED -- [0:57:40]

No Dogs Allowed on Parks and Beaches [1:21:25]: Waikiki resident Theresa Aki shared her frustration on the rules that are enforced by the City on not allowing pet owners to walk their dogs in Ala Moana Regional Park. She explained there are a lot of people who live in this area who have dogs but there are a lot of prohibited areas to take your dogs' walking which is very frustrating. She shared that the park is a place where people should be allowed to take their dogs on a leash to walk. She is requesting the City to allow dogs "on-leash" to walk in Ala Moana Regional Park.

Sharing Tennis Courts with Pickleball Players [1:34:00]: Kaka'ako resident Dianne Ige shared that she is a frequent tennis player and shared that the pickleball players can use the practice court at Ala Moana Regional Park and to keep in mind the tennis players while accommodating this growing sport.

Mid-Pacific Road Runner Club Marathon [1:35:33]: Kane Osorio shared an announcement of the marathon on Tuesday, September 17, 2024. The set-up will start at 5:00 a.m. at Magic Island and the race will start at 7:00 a.m. and is expected to finish at 8:00 a.m. HPD will be present to help control the traffic at the crosswalks. The route is a loop around Magic Island and will in Ala Moana Regional park.

VII. AGENCY REPORTS [1:37:24]:

Hawaii Community Development Authority (HCDA) -- [1:37:32]: Francine Murray from HCDA shared and highlighted the following: HCDA Board meeting on Wednesday, September 4, 2024 was postponed; Ala Moana elevated pedestrian walkway work updates; dog park delays due to construction material supply shortage; children's playground updates at Kolowalu Park.

Honolulu Authority for Rapid Transportation (HART) -- [1:43:41]: Johnny Reid from HART and Patrick Watson from Frank V. Coluccio Construction provided the report. Johnny Reid highlighted the following: HART announced the award of a contract for the design and construction of the next segment of the Honolulu rail transit referred to as the City Center of Guideway and Stations (CCGS). The Contract is expected to be executed in mid-September. Mr. Reid provided details of the construction details for the CCGS contract.

Senator Sharon Moriwaki -- [2:30:51]: Senator Moriwaki shared and highlighted the following: the Legislature funded the O'ahu Gun Buyback Initiative; encouraged the public to participate in the citizen patrols with HPD in Ala Moana -- Kakaako area; The Department of Land & Nature Resources' Division of Conservation and Resources Enforcement (DOCARE) has a new substation at Ala Wai Small Boat Harbor; contested case against the Kaka'ako Land Development Company in regards to the nine private roads that were previously owned by the company.
