City now accepting Grants in Aid applications to support local nonprofits
City and County of HonoluluDepartment of Community Services

HONOLULU – The City and County of Honolulu is proud to announce that the Department of Community Services awarded more than $11.9 million to 94 nonprofits across Oʻahu through its Grants in Aid (GIA) program last year, a powerful demonstration of the City’s commitment to supporting organizations that provide essential services and strengthen our communities. Now, the GIA application window is open again and Mayor Rick Blangiardi is urging qualified local nonprofits to apply, whether they are first-time applicants or they have received funding in prior years. GIA proposals must be submitted by 2 p.m. Monday, Nov. 30, 2026

“Grants in Aid gives us an opportunity to make a real and lasting difference in the lives of people across Oʻahu,” said Mayor Rick Blangiardi. “Whether it is helping a family through a difficult time, caring for our kūpuna, supporting our keiki or strengthening the communities we call home, these grants reach people in meaningful ways. I strongly encourage eligible nonprofits to apply and help us continue this important work.”

The City Charter-mandated Grants in Aid fund, administered by the Department of Community Services (DCS), was established by voter initiative to provide financial support to programs and services for vulnerable populations and provide public benefits in the areas of arts, culture, economic development and the environment.

“Investing in our nonprofit organizations is an investment in the strength and well-being of our communities,” said Department of Community Services Director Anton Krucky. “From addressing critical needs to supporting arts and culture and creating opportunities for people across Oʻahu, their work touches so many parts of our community. Grants in Aid helps sustain that work and ensures these organizations have resources to continue making a meaningful difference.”

Additional Background
The City is mandated by a Charter Amendment to set aside one-half of one percent of general funds for Grants in Aid for the following two categories:

Public Services
Funds in this category must be used to support qualified public services and programs for the target populations deemed by the City to be most vulnerable, including but not limited to: seniors, persons with disabilities, children, victims of domestic violence, people experiencing homelessness, and those suffering from the effects of substance abuse or poor mental health.

Arts, Culture, and Community / Economic Development and the Environment
Funds in this category must be used to support the sustainable improvement in the well-being and quality of life of local communities, especially low-to-moderate income areas. Projects could include but are not limited to: the creation, development and empowerment of community-based organizations, providing planning, organizational support, and technical assistance to organizations, supporting financial literacy programs and services, supporting micro-enterprise and business training, and supporting programs that promote cultural or environmental enhancement, protection, or awareness.
